I can’t give you a serious answer, so here’s a funny one:
Don’t use Windows Vista. DRM’d all to hell.
On the other hand, I had no success at getting Windows XP MCE to work with my existing PCI tv tuner. I had to buy a new one that was PCIe. So, you might check that.
